The establishment of the Olympic Games Delivery Authority (SOLIDEO) – a public establishment of an industrial and commercial nature (EPIC) created by article 53 of the law n°2017-257 of February 28, 2017 – is specified.
In May 2017, during the visit of the Evaluation Commission of the International Olympic Committee (IOC), the French candidacy had announced that the Mayor of Paris, Anne Hidalgo, would be President of SOLIDEO.
At the end of last week, by a Decree dated October 26 and published in the Official Journal, the Presidency of the Republic and the Ministry of Sports announced the nomination of Nicolas Ferrand as prefigurator of SOLIDEO.
Since April 2014, Nicolas Ferrand has held the position of CEO of Marne-La-Vallée Public Establishments (EPAMARNE / EPAFRANCE).
Previously, this alumnus of Polytechnique and the École des Ponts et Chaussées, holder of a Master of City Planning from the prestigious Massachusetts Institute of Technology (MIT) in Boston, United States, was the founder and the CEO of the Public Establishment of Saint-Étienne (2007-2012) before being CEO in charge of urban development at the Urban Community of Rennes Métropole (2012-2014).
Nicolas Ferrand was also Chief of the Paris Region Transport Office (2003-2004) in the French Ministry of Equipment and then Technical Advisor Town Planning and Development in the Office of the Minister of Equipment (2004-2007).
Becoming the future Chief Executive Officer of SOLIDEO, Nicolas Ferrand will be responsible for supervising the work of this major structure which will support the Paris 2024 Organizing Committee (OCOG).
In addition, details were provided last week concerning the budgetary resources allocated by the French State – 1 billion euros – to the organization of the Games.
Thus, the Government has tabled an amendment for the 2018 Finance Law Project (PLF), which concerns funding for the implementation of SOLIDEO.
